About the Position

HME is seeking an experienced Project Manager (PM) to oversee marine construction, dredging, and heavy civil projects from planning to execution. The PM is responsible for budgeting, scheduling, subcontractor coordination, and regulatory compliance to ensure projects are delivered on time, within budget, and in accordance with client and industry standards.

This role requires strong leadership, problem-solving skills, and expertise in managing government and private-sector construction contracts, including USACE, USCG, and port authority projects.

Key Responsibilities

  • Manage marine construction, dredging, and infrastructure projects from conception to completion.
  • Develop and manage budgets, schedules, and project work plans.
  • Coordinate with clients, engineers, subcontractors, and regulatory agencies.
  • Ensure compliance with USACE, OSHA, local, and client environmental regulations.
  • Supervise contract execution, change orders, and risk mitigation strategies.
  • Track project progress, generate reports, and maintain stakeholder communication.
  • Lead project teams, ensuring safety, quality, and productivity standards are met.
  • Identify cost-saving opportunities and efficiency improvements.

Qualifications & Requirements

  • Minimum 7+ years of experience in project management within marine construction, heavy civil, or dredging industries.
  • Bachelor’s degree in Construction Engineering Management, Construction Management, Civil Engineering, Marine Engineering, or related field.
  • Strong knowledge of construction contract administration, including federal, state, and private-sector contracts.
  • Experience managing USACE, NAVFAC, or port authority construction projects is highly preferred.

Preferred Certifications & Training

  • USACE Construction Quality Management (CQM-C) Certification
  • OSHA 30-Hour Construction Safety Training
  • TWIC (Transportation Worker Identification Credential) Card – Required for access to secure maritime facilities.
  • Boater’s Card (State-Specific) – Preferred for marine operations.

  • Project Management Professional (PMP)
  • Certified Construction Manager (CCM)

  • USACE Resident Management System (RMS) – Upload submittals, RFIs, contract correspondence, daily reports, and schedules.
  • Primavera P6 Scheduling Software – Generate and update construction schedules for USACE RMS uploads.
  • AutoCAD & Bluebeam Revu – Reviewing project drawings and construction plans.
  • Hydrographic & Dredging Survey Tools (Hypack, Trimble GPS) – Preferred for marine-based infrastructure and dredging projects.
  • Estimating Software (HCSS HeavyBid or similar) – Cost estimation proficiency.
  • Intranet & Server Access – File management and safety document retrieval.
  • Operating Systems – Proficient in Windows OS (desktop/laptop) and iOS/Android (mobile apps).
  • Company Software & Communication Tools – Mobile workforce management apps.
