About the Position

HME is seeking an experienced Dredging Quality Control Manager (QCM) to oversee quality control, regulatory compliance, and construction standards for dredging projects. This role ensures all work meets U.S. Army Corps of Engineers (USACE) and client-specific quality standards. The QCM will be responsible for site inspections, coordinating with surveyors, contractor oversight, water quality monitoring, and ensuring compliance with contract requirements and project specifications.

Key Responsibilities

  • Implement and enforce the USACE Construction Quality Management (CQM) program.
  • Ensure compliance with contract requirements, project drawings, and construction standards.
  • Conduct site inspections, water quality monitoring, and field audits to uphold quality assurance.
  • Maintain comprehensive quality control documentation and reporting for government agencies and clients.
  • Identify and resolve non-compliance issues through corrective actions.
  • Monitor contractor and subcontractor performance for compliance with project schedules and specifications.
  • Work closely with project managers, crew, and subcontractors to uphold USACE 3-Phase Control System standards.
  • Lead Quality Control Meetings, ensuring coordination between all stakeholders.
  • Prepare and submit Daily Quality Control Reports and Dredging Quality Control Reports.

Qualifications & Requirements

  • Minimum 3 years of experience in construction quality control, engineering, or project management.
  • Strong working knowledge of USACE CQM-C standards.
  • Experience in dredging and government projects preferred.
  • USACE CQM-C Certification (required).
  • Familiarity with USACE contract requirements and quality documentation.

Preferred Certifications & Training

  • OSHA 30-Hour Construction Safety Training.
  • TWIC (Transportation Worker Identification Credential) Card.
  • Boater’s Card (State-specific license for marine operations).

Relevant Industry Designations

  • Quality Assurance Manager (QAM)
  • Quality Control Systems Manager (QCSM)

  • Primavera P6: Used for project scheduling and timeline management.
  • AutoCAD: Reviewing and importing drawings into Hypack.
  • Intranet & Server Access: Managing files and retrieving documents.
  • Company Software & Communication Tools: ConnectTeams, Microsoft Teams, and workforce management apps.
