Site Safety & Health Officer

Manage job site safety, enforce OSHA and USACE standards, and train crews to maintain a safe work environment.

About the Position

HME is seeking an experienced Site Safety & Health Officer (SSHO) to oversee safety compliance, crew training, and risk management for marine construction and industrial projects. The SSHO ensures OSHA, USACE EM 385-1-1, and client-specific safety protocols are enforced to maintain a safe and compliant work environment.

Key Responsibilities

  • Conduct daily safety inspections and risk assessments on active job sites.
  • Enforce compliance with OSHA, USACE EM 385-1-1, and HME safety policies.
  • Lead safety meetings, toolbox talks, and crew training sessions.
  • Manage PPE distribution, procurement, and expense reporting for the Safety Department.
  • Oversee incident reporting, root cause analysis, and corrective actions.
  • Maintain documentation for audits, compliance, and regulatory reporting.
  • Coordinate site-specific safety plans, emergency response, and hazard mitigation protocols.
  • Collaborate with federal, state, and local agencies to ensure regulatory adherence.
  • Perform additional safety-related duties as required.

Qualifications & Requirements

  • Minimum 3 years of experience in construction or marine safety leadership.
  • Bachelor’s degree in Occupational Safety, Health, Environmental Science, or related field preferred.
  • Strong working knowledge of OSHA, USACE, EM 385-1-1, and state-specific safety regulations.

Preferred Certifications:

  • OSHA 30-Hour Training
  • USACE EM 385-1-1 40 Hour Training
  • HAZWOPER 40-Hour Training
  • USCG Approved First Aid/CPR
  • Confined Space Entry & Rescue Training
  • Fire Protection Training
  • OSHA 510
  • OSHA 500
  • TWIC (Transportation Worker Identification Credential) Card (Required for access to secure maritime facilities).
  • Boater’s Card (State-specific license for marine operations).

  • Environmental Compliance – Ensuring dredging and marine construction adhere to Clean Water Act, NEPA, and other regulatory frameworks.

Technical & Tool Proficiency

  • Microsoft Office Suite – Excel, Word, Outlook, PowerPoint for documentation and reporting.
  • Bluebeam – PDF markup and project collaboration tools.
  • Intranet & Server Access – File management and safety document retrieval.
  • Operating Systems – Proficient in Windows OS (desktop/laptop) and iOS/Android (mobile apps).
  • Company Software & Communication Tools – ConnectTeams, Microsoft Teams, and mobile workforce management apps.
